How the Dark Chocolate Assembly Works
The Assembly is accessed from the hub world. When you arrive, you will see a chamber filled with demon senators, each with a visible disposition towards you (friendly, neutral, or hostile) and a price for their vote.
To pass a bill:
- Propose the bill — Select from a list of available proposals. The first time you visit, the available bills will be limited. More bills become available as you progress through the story and unlock new facilities.
- Build support — Senators will express their position on your proposal. Some will support it immediately, some will oppose it, and some will be persuadable.
- Secure passage — You can use persuasion, bribery, or force to change the votes of undecided or opposing senators.
- Resolve the vote — If enough senators support the bill, it passes and takes effect immediately.
Securing Senator Votes
There are three primary methods for swaying senators:
Persuasion
Some senators can be persuaded through dialogue choices. This is free but requires you to have previously built a relationship with that senator through positive interactions. The game tracks your relationship with individual senators based on prior encounters.
Bribery
Most senators can be bribed. The cost varies by senator and by how much they oppose your position. Items with high sentiment value (rare equipment, consumables) are particularly effective bribes. Nether Dollars can also work but are less efficient than items.
For the most part, bribing the judge directly with a large sum of Nether Dollars can force a favourable ruling if you have failed to secure enough votes through other means.
Combat
If all else fails, you can fight the senators who oppose your bill directly. Defeating them in combat forces them to support the proposal. This is the most time-consuming approach but is reliably effective if you are strong enough to win.
Key Bills to Pass First
Not all bills are equally important. In the early game, prioritise bills that unlock:
- Item World Access — Essential. Without passing this bill, you cannot enter the Item World. This should be your first Assembly goal.
- Cheat Shop Unlock — The Cheat Shop is essential for endgame customisation. It allows you to adjust difficulty, experience multipliers, and item level-up rates.
